China rejected United States criticism of its activities in the South China Sea on the final day of a major Asia-Pacific defence summit.
Admiral Sun Jianguo, deputy chief of staff of the People's Liberation Army, said China's construction works were for the provision of "international public services" such as search and rescue and scientific research, as well as improving functions of the islands and living conditions of personnel stationed there, according to dpa.
He described the projects as falling "well within the scope of China sovereignty and are justified, legitimate and reasonable.
"In spite of the sufficient historical and legal evidence and its indisputable claims, rights and interests, China has exercised enormous restraint," Sun added.
US Secretary of Defense Ashton Carter on Saturday had called for an "immediate and lasting" halt to reclamation activities in the South China Sea.
Beijing and Washington had recently clashed over a US surveillance aircraft flying over a disputed reef where China was carrying out construction work. China claims sovereignty over the reef, while the US asserted that its flight conformed to international law.
