Oil tanker explosion kills 31 in Uganda: Police

At least 31 people have died and 10 others injured in an oil tanker blast in the Ugandan capital Kampala, Ugandan police said, reports Presstv.
The explosion happened late Saturday, after the tanker collided with a car on the outskirts of Kampala, Ugandan Police Spokesman Ibn Senkumbi said Sunday.
According to the police spokesman, the crash was an accident as the tanker was hit from behind by the passenger car.
Some passenger motorcyclists were trying to empty the tanker from fuel when the tanker exploded.
"Some people noticed the flow of fuel and they came for it, in the process there was an explosion. The tanker exploded, killing 29 people on the spot," Senkumbi said.
Musa Ecweru, the Ugandan minister for disaster preparedness, described the blast as a “calamity” which could have been avoided. 
He went on to say that, “We have always told our people to stay away from trucks that involve inflammable products such as petrol. We thought they would learn from the lessons of the past."
Such explosions happen frequently in the East African country. A similar disaster happened in 2001, on a highway from Kampala to the western region, which claimed almost 40 lives.

NBC has no powers to impose fine on broadcast stations --Court

(Nigeria) The National Broadcasting Commission, NBC, has been restrained by a Federal High Court sitting in Abuja, from imposing fines on broadcast stations in the country. Trial judge in the matter, Justice James Omotosho also set aside the N500,000 fines imposed on March 1, 2019, on each of 45 broadcast stations. The court made the orders in its judgment a suit by the Incorporated Trustees of Media Rights Agenda, MRA, which had sued the NBC. Justice Omotosho held that the NBC, not being a court of law, had no power to impose sanctions as punishment on broadcast stations. The court further held that the Nigeria Broadcasting Code, which gives the commission the power to impose sanction, is in conflict with Section 6 of the Constitution that vested judicial power in the court of law.
